Job Summary Highly skilled Facilities Estimating SME / BOE Developer to support proposal development, staffing analysis, cost estimating, and technical solution development for government facilities and base operations programs. The successful candidate will develop compliant, defensible Basis of Estimate (BOE) packages by integrating labor staffing models, operational requirements, technical assumptions, and non-labor resource requirements provided by cross-functional stakeholders. This role requires expertise in facilities operations, workforce planning, proposal development, and cost estimating, along with the ability to perform detailed bottoms-up estimating when required to validate assumptions or develop independent cost estimates. Roles and Responsibilities • Basis of Estimate (BOE) Development: Lead the development of compliant, defensible BOEs by integrating labor staffing models, non-labor resource requirements, technical assumptions, and execution strategies provided by Operations, Site Management, and Functional Leads. • Labor Staffing Model Development and Analysis: Utilize prescribed staffing models and estimating tools to develop workforce plans, labor hour projections, FTE requirements, and staffing justifications aligned with contract requirements and operational execution plans. •
